$2 Billion Midtown Park Master Plan Secures City Approval, Ushering in a New Era of Walkable Urban Living in Miami

MIAMI, FL — [Date] — Rosso Development, Midtown Development, and Proper Hospitality announce that the transformative $2 billion Midtown Park master plan—a visionary, multi-tower, two-phase development set to introduce residences, offices, dining, retail, green spaces, and one of the nation’s most ambitious racquet and padel destinations—has officially received approval from the City of Miami’s Urban Development Review Board.

This milestone paves the way for the first phase of the five-acre mixed-use community, which will redefine Midtown Miami as a vibrant, walkable hub connecting Wynwood and the Design District.

The approved master plan will deliver 924 residential units, 60,000 square feet of office space, and more than 120,000 square feet of high-end retail, centered around two major public plazas and a network of pedestrian-friendly streetscapes designed to foster connectivity and community life. It will also introduce a world-class racquet and padel club operated by ULTRA Padel, featuring eight courts and lifestyle amenities.

The development will encompass two 28-story towers, two 17-story towers, and a low-rise retail structure, with phased delivery and a two-acre ULTRA Padel pop-up activating the site as construction commences.

“This is Miami’s most significant mixed-use redevelopment and a defining moment for the future of urban living,” said Carlos Rosso, Founder & CEO of Rosso Development. “We envisioned a landmark destination where culture, wellness, and open green space come together to elevate Midtown’s walkable character. Midtown Park will transform a long-vacant site into a lively social hub seamlessly connecting the Design District, Midtown, and Wynwood.”

The first phase, Midtown Park Residences by Proper, located at 3055 N Miami Avenue, will be the flagship residential tower within the master plan. Designed by Arquitectonica with interiors by Meyer Davis Studio, the 28-story tower will feature 288 Proper-branded residences, ranging from studios to three-bedroom homes, along with exclusive penthouses featuring private rooftop gardens and pools.

Residents will enjoy 40,000 square feet of private amenities, including a tropical pool deck with a signature restaurant and bar, a private pickleball court, a state-of-the-art fitness center, yoga and meditation gardens, a spa pool, co-working lounges, a kids’ club, and a communal vegetable garden designed by Naturalficial. Lifestyle offerings will be curated by the Proper Culture Concierge, giving residents access to exclusive events and experiences across Proper Hospitality’s global portfolio, including The Shelborne by Proper on Miami Beach.

“Congratulations to Carlos Rosso, Proper, and the entire development team on receiving Urban Development Review Board approval for Midtown Park,” said Iris Escarrá, Co-Chair of Greenberg Traurig’s Miami Land Use Practice. “This approval marks a major milestone for Midtown Miami and the first phase of a visionary master plan that serves as a gateway between Wynwood and Midtown. The arrival of a brand like Proper underscores the neighborhood’s continued evolution into one of Miami’s most dynamic and design-forward districts.”

Midtown Park Residences by Proper is exclusively represented by Fortune Development Sales, with pricing starting in the low $600,000s. Completion is expected in 2028.
