July 2025 | Terra’s Deauville Redevelopment Receives Final Approval from Miami Beach City Commission

The long-anticipated redevelopment of Miami Beach’s historic Deauville Hotel site has received final approval from the Miami Beach City Commission, clearing the way for a major transformation of the iconic North Beach property. The approval, granted on Friday, June 27, finalizes zoning, land use, building height, and public-benefit commitments for the project.

With City Commission approval secured, the next step will be a review by the Historic Preservation Board later this year, which will assess design details and preservation components.

Led by developer Terra, the project includes a partial reconstruction of the Deauville’s historic architectural elements, a new residential tower designed by renowned firm Foster + Partners, significant infrastructure upgrades, and a $7.5 million contribution toward the revitalization of the Byron Carlyle Cultural Center. The plan also incorporates extensive public benefits, including enhanced stormwater systems, improved beachwalk access, 150 public parking spaces, and other traffic and cultural enhancements.

Designed with reduced density compared to earlier proposals, the project aims to minimize traffic impact, alleviate infrastructure strain, and reduce environmental effects—while still delivering a transformative vision for the area.

David Martin, CEO of Terra, hailed the Commission’s decision as a landmark moment for North Beach.

“The approval marks a major step forward in restoring the site’s historic and cultural significance,” said Martin. “With this green light, Terra is now fully committed to delivering a world-class development that reflects the community’s values, prioritizing architectural excellence, environmental responsibility, and meaningful public benefit.”

Originally opened in 1957, the Deauville Hotel was once a glamorous symbol of Miami Beach’s golden era, famously serving as the venue for the Beatles’ first U.S. television appearance. In recent decades, however, the property fell into disrepair and was eventually demolished due to severe structural deterioration.

Terra’s redevelopment seeks to honor the legacy of the Deauville while supporting the long-term growth of North Beach. In addition to design and infrastructure enhancements, the project is expected to generate more than $16 million in annual revenue for the North Beach Community Redevelopment Agency—resources that will be reinvested into the neighborhood.
